PenCom to launch online RSA data recapture platform

The National Pension Commission (PenCom) will, on February 1, 2026, launch an online self service application known as the Data Recapture Self-Service Platform (PENCAP) to enable Retirement Savings Account (RSA) holders to update their personal records remotely.

The platform, developed in collaboration with Pension Fund Administrators (PFAs), is targeted at RSA holders who joined the Contributory Pension Scheme (CPS) on or before July 1, 2019 and have yet to complete the mandatory data recapture process.

PenCom said the initiative is part of ongoing efforts to improve data integrity, enhance service delivery and modernise pension administration through responsible digitalisation.

According to the Commission in a statement on Friday, incomplete documentation and inconsistencies in legacy records have continued to pose challenges during verification and benefit processing, making accurate and up-to-date data critical to the efficient administration of retirement savings.

PENCAP is designed to address these challenges by providing contributors with a secure and convenient channel to update their information, thereby supporting faster benefit processing, smoother verification exercises and improved service experience across PFAs.

The data recapture exercise, which commenced in August 2019 for both active contributors and retirees, aligns with the Federal Government’s directive for data-generating organisations to harmonise their databases with the National Identity Management Commission (NIMC).

It also supports the creation of a credible database of RSA holders using the National Identification Number (NIN) as a unique identifier.

PenCom explained that the Enhanced Contributor Registration System (ECRS), integrated with the NIMC database, was developed to authenticate individuals registering under the CPS as well as existing RSA holders who have not recaptured their data.

Before the introduction of PENCAP, RSA holders were required to physically visit their PFAs to complete the exercise, a process that recorded limited success as many eligible contributors remained unrecaptured more than six years after the exercise began.

Under the new system, contributors can access the portal via https://pensionrecap.pencom.gov.ng/ using internet-enabled devices with cameras to complete the recapture process.

The exercise includes online form submission, upload of supporting documents where applicable, biometric verification through live facial capture and the provision of a digital signature.

Once submitted, applications are reviewed by the contributor’s PFA within a defined processing period, with email notifications issued to acknowledge receipt and communicate approval or rejection, including reasons where applicable.

PenCom noted that completion of the data recapture exercise is mandatory for affected RSA holders, as it is required for participation in the Retiree Enrolment and Verification Exercise and access to key pension transactions.

These include retirement benefit processing, use of RSA balances for residential mortgage equity contribution, temporary job loss withdrawals and transfer of RSAs between PFAs.

RSA holders who fail to complete the recapture process will be unable to access these services.

The Commission added that while the self-service platform is expected to significantly accelerate participation due to its convenience, contributors who prefer physical recapture may still visit their PFA branches, as PENCAP is designed to complement existing service channels.
