The Central Bank of Nigeria (CBN) has granted final operating licences to 82 Bureau De Change (BDC) operators following the implementation of the revised Regulatory and Supervisory Guidelines for Bureaux De Change Operations in Nigeria 2024.…
The licences, which took effect on November 27, 2025, were issued under the powers of the Bank and Other Financial Institutions Act (BOFIA) 2020.

In a statement on Monday, signed by the Acting Director, Corporate Communications of the CBN Hakama Sidi Ali, said only the BDCs listed on its website are authorised to operate from the effective date.
The bank also assured that the list of duly licensed BDCs will be updated regularly on its website for public verification.
The apex bank warned Nigerians against dealing with unlicensed foreign exchange operators, stressing that operating a BDC without approval is a punishable offence under Section 57(1) of BOFIA 2020.
“Members of the public are hereby advised to note and be guided accordingly,” the statement added.
